Charging Forward: How Chicagoland’s EV Growth Since 2023 Is Reshaping Where We Plug In

Since 2023, the Chicago region has moved from “early adopter” to “scaling up” on electric vehicles—and charging is sprinting to keep pace. In Cook County alone, fully electric vehicle (EV) registrations more than doubled between spring 2023 and late summer 2025. For site owners, congregations, multifamily communities, and small businesses, this shift opens a practical question: where—and how—do we build reliable, equitable charging that works for real people?

Demand has surged—fast

By the numbers, Cook County’s battery-electric registrations climbed from 17,900 on March 15, 2023 to 39,992 on August 15, 2025—a 123% jump in just over two years. Inside city limits, Chicago rose from 11,571 to 24,727 over the same period—up 114%. Those are not forecasts; they’re current plates on the road, and they tell us adoption momentum is real.

Zooming in on the city, Chicago’s battery-electric fleet grew from 1,865 in 2018 to 20,328 in 2024—a more than tenfold increase. That momentum continued into 2025.

Where charging stands today

As of 2024, Chicago counted ~860 publicly available charging station locations, but that density still lagged U.S., Illinois, and even wider Cook County ratios—especially in neighborhoods that historically see fewer infrastructure investments. Only ~7.8% of public chargers were in environmental-justice communities, a gap the City has explicitly flagged.

Statewide progress helps: in January 2025, Illinois tallied 4,051 active public charging ports (Level 2 and DC fast combined). That statewide backbone—plus a wave of local projects—gives Chicago more places to connect.

Policy + funding are accelerating the build-out

Multiple levers are pushing charging from “pilot” to “program”:

• City planning & curbside pilots. Chicago’s Electric Vehicle & Mobility Infrastructure Framework sets an equitable roadmap, including a curbside charging pilot so residents who park on the street can actually own and charge an EV. The plan targets adding stations where transit options are limited and air-quality burdens are higher.

• Goals to 2035. Chicago’s Climate Action Plan targets 2,500 public passenger EV charging stations and a fully electrified municipal fleet by 2035. These are concrete, date-stamped targets guiding siting and permitting reforms.

• Federal & regional dollars. In September 2024, Chicago won $15 million from USDOT’s Charging & Fueling Infrastructure (CFI) program to expand public charging in high-traffic corridors, transit hubs, and under-served areas.

• Utility rebates (ComEd). In 2025, ComEd launched $100 million in rebates spanning residential Level 2, make-ready infrastructure for non-residential sites, and fleet support—helping offset port installation and panel upgrades. Residential rebates can reach up to $3,750 per charger under the 2025 program design.

• State consumer incentives. Illinois offers $4,000 rebates for eligible purchases of new or used all-electric vehicles (from IL-licensed dealers)—a steady demand driver that increases the need for local charging where people live, work, and worship.

• Building-code readiness. Chicago requires EV-ready parking in many new developments (generally 20% of spaces EVSE-ready or EVSE-installed, with accessibility provisions), and aligned local rules with state law in 2023. That means conduit, capacity, and panel space are planned up front—dramatically cutting retrofit costs later.

What this means for neighborhoods—and why placement matters

Infrastructure equity is not a buzzword; it determines if families without garages, renters in multifamily buildings, and small businesses can reasonably switch to electric. Today’s gaps are concentrated on Chicago’s South and West Sides. The City’s framework explicitly prioritizes these corridors and community anchors (churches, libraries, schools) for public charging and curbside pilots—exactly the places where charging supports daily life, not just road trips.

For property owners & community sites: what “good” looks like

• Start with real-world usage. Weeknight curbside demand looks different from daytime destination charging. A church or community center may see weekend peaks; a clinic or small grocer sees daytime turnover. Right-sizing ports (and power) to patterns keeps projects affordable and reliable.

• Design EV-ready, even if you phase install. Running conduit and reserving panel capacity during any remodel or lot work is the cheapest future-proofing you can buy (and is often required for new projects). Load-management systems let multiple ports share capacity without expensive service upgrades.

• Chase the right incentives. ComEd’s 2025 rebates target exactly the costs that blow up budgets—trenching, panels, and make-ready work—while Illinois’ consumer rebate drives parking-lot utilization. Stacking incentives (utility + federal where available) changes ROI.

• Plan for uptime. Networked Level 2 in multifamily or workplace settings can deliver dependable, lower-cost charging for most daily needs; adding a carefully sited DC fast charger can serve fleets and time-constrained users. The mix should match your users, not a spec sheet.

• Think “access,” not just “address.” ADA-compliant stall design, lighting, security cameras, and wayfinding drive adoption and community trust—especially for evening or curbside use.

The road ahead

The region’s EV trajectory is clear: more vehicles on Chicago streets, more public and private charging, and policy that increasingly bakes EV readiness into how we build. The opportunity—and responsibility—is to place chargers where they serve people who’ve been left out before.
